Changes to the League Structure for the 2016 season
The league has operated quite successfully with the current structure for the past 3 seasons, however, there are some underlying problems that unless addressed could lead to more serious issues in the future.
The compilation of the fixtures each season is becoming a real problem, with an increasing number of clubs finding that they are needing to find alternative grounds, or play their home matches at the away teams ground, so we have to keep looking at ways to reduce these problems.
Also divisions of 9 or 10 teams at RD4 level do not work very well. Teams in RD4 are invariably 2nd XIs or lower, and the fixtures for senior teams in those clubs further up the league is made an almost impossible task. Every team withdrawing results in two fewer fixtures, as opposed to one in divisions of 18. Multiple withdrawals decimate the fixtures in terms of the number of matches actually played in these divisions. Also fixtures commence one week earlier than all of the other divisions, and some clubs take the opportunity to include players from senior teams in order to afford them some pre-season practice, or achieve an early season victory, thus causing a distorted result. We continue to receive multiple complaints from clubs regarding this very problem.
Generally speaking, there is an increasing dearth of clubs in the north of the county, as is highlighted by the fact that clubs such as Trojans and Bishops Waltham, at certain levels, find themselves in a northern region, and this continues to creep further south. Some of the northern clubs which have teams in RD4 may feel that they will be placed at a disadvantage by this new arrangement, however they already have to travel further across the top of the county than they will have to do by travelling south. We cannot permit this distortion of regions to continue any longer, and we need to look at ways to correct it.
Therefore, with the number of clubs we have at present in the league RD4 will consist of 3 divisions of 17 teams next season.
However, this would create an imbalance in the league with 4 divisions at RD3 level. It would look odd and create confusion, and would also complicate the promotions and relegations each season.
To overcome this, we intend to move a sufficient number of clubs up through RD3, RD2 & RD1 levels and create a 3rd division at CD4 level. This will mean that every level from CD4 downwards will have 3 divisions, and the promotions and relegations will be constant. The divisions will be called North, South & West as we currently have for RD1 & RD2 levels.
To achieve this there will be a number of addition promotions from divisions at RD1, RD2 & RD3 levels at the end of the 2015 season. Teams finishing in relegation positions will still be relegated before the additional promotions are applied. Teams going from RD1 to CD4 will still have to have the required silver ground standards to be promoted to CD4.

Promotions & Relegations after 2015 season
Teams must have the required ground standard to be eligible for promotion
CD1 – 2 up to SEPL, 3 down
CD2 – 3 up, 4 down
CD3 – 2 up from each division, 3 down
CD4 – 3 up from each division, 3 down
RD1 – The top 2 teams in each division will get automatic promotion to CD4
Teams finishing in positions 3 to 8 will receive an additional promotion to CD4
Teams finishing in positions 16, 17 & 18 will be relegated to RD2
RD2 – The top 3 teams in each division will get automatic promotion to RD1
Teams finishing in positions 4 to 8 will receive an additional promotion to RD1. Further promotions may be made as required (rule 19.2)
Teams finishing in positions 16, 17 & 18 will be relegated to RD3
RD3 - The top 3 teams in each division will get automatic promotion to RD2
Teams finishing in positions 4, 5 & 6 will receive an additional promotion to RD2. Further promotions may be made as required (rule 19.2)
Teams finishing in positions 15, 16 & 17 will be relegated to RD4
RD4 – The top 3 teams in each division will get automatic promotion to RD3
Additional promotions will be made as required (rule 19.2)
Where a team is denied a promotion due to not having the necessary ground standard, or there being a team from that club already in the division above, then the next team in line may be offered the position or a team may be reprieved from relegation.
